Interior Spending Bill Tackles EPA GHG Reporting Rule

Language concerning manure left in the legislation.

House and Senate conferees met Tuesday to approve the Interior Appropriations measure for fiscal year 2010. They included language that places a one year moratorium prohibiting the Environmental Protection Agency from requiring mandatory greenhouse gas emissions reporting from manure management systems.


The EPA finalized a rule to require about 10,000 facilities to begin collecting greenhouse gas data under a new reporting system in September. Manure management systems at livestock operations producing more than 25,000 metric tons of carbon dioxide equivalent would fall under the reporting requirement. EPA estimated there were about a hundred livestock facilities nationwide that would fall under the reporting requirements.
